Bulk artefact linking
DEV-27120
Restrict all linking actions (Link to primary, Cross-link to all, and Remove link) to the following roles:

Partner
-
Bucket administrator
-
Group administrator
Configure this option using the Restricted artefact linking toggle in Manage bucket > Configuration > Artefact page tab.
This option is turned on by default. It replaces the previously hard-coded restriction for the Cross-link option.
Bulk remove linked artefacts

Remove artefact links in bulk from the Artefact > Linked tab.
