Property Billing

The Property Billing page allows you to define billing schedules for properties that bill on a monthly fixed fee basis. For example, a property might bill a tenant a monthly fee for utilities based on square footage or a flat rate fee for parking. The calculated fixed fee can be calculated based on the area of a space, as a flat rate fee, or both, and can include or exclude sales tax.

In addition, rate schedule rules can be defined to specify which properties the rate schedule should apply to and to override standard rate schedule values for a particular property.

Your security rights determine whether you can access property billing. If you do not have the required security rights, contact your system administrator.

To add a rate schedule:

  1. Access the Property module by clicking the Property link at the top of the page.

  2. Select the Property Billing tab.

  3. Click the Add Rate Schedule link.

  4. In the Rate Schedule Desc field, enter the name of the rate schedule.

  5. In the Flat Rate field, enter the flat rate fee that will be added to the total calculated fee.

    This a fixed fee added to the fee calculated by multiplying the unit cost by the selected property size.

  6. In the Property Size UOM field, select the type of area that the fixed fee will be calculated upon.

    The Edit Property page allows you to define the property size for each of the following types of space: office, warehouse/industrial, manufacturing, retail, residential, other, and total. The fixed rate fee will be calculated by multiplying the unit cost by the area value pulled from the property size field you specify.

  7. In the Unit Cost field, enter a unit cost value to be used when calculating the fixed rate fee.

  8. In the Sales Tax Rule field, select whether sales tax is included in the cost, added to the cost, or not calculated.

  9. In the Sales Tax Adj. Method field, select a value to indicate any type of sales tax adjustments that will be made.

  10. In the Effective Date field, enter the date on which this rate schedule takes effect.

  11. In the Expiration Date field, enter the date on which this rate schedule expires.

  12. In the Region field, select a region to which this rate schedule applies.

    By selecting a region, the rate schedule will be applied to all properties in the region. If you specify a region you cannot add properties to a rate schedule rule.

  13. In the Status field, select Active to allow the rate schedule to be accessed by users

  14. Click OK.

When the rate schedule is created it will appear in the drop-down menu on the property billing page. To edit a rate schedule, click the Edit Rate Schedule link.

Rate schedule rules allow you to define how a rate schedule will be used. You can select a particular property or the type of property to which the rate schedule applies. You can also override certain values for a particular property to account for different billing rates. For example, you can waive the flat rate fee for a particular property or indicate that retail properties should calculate the fee based on retail space only, not total space.

To add a rate schedule rule:

  1. In the Rate Schedule field, select the rate schedule to which the rule applies.

  2. Click the Add Rate Schedule Rule link.

  3. Specify the property to which the rule applies.

    Rate schedules associated with a region cannot select a property.

    • To apply the rule to a particular property, click the Property Select link and select a property.

    • To apply the rule to all properties of a particular type, select a value in the Property Type field.

  4. Enter values to override the Flat Rate, Quantity, or Unit Cost.

    If you enter a quantity value, that value will be used to calculate the area-based fee instead of the area value specified on the Edit Property page.

  5. In the Property Size UOM field, select a value to override the type of area the fee will be calculated upon.

  6. Click OK.

When the rate schedule rule has been created, it appears on the Rate Schedule Rules pane. The following fields are displayed:

  • ID – system generated identification number for the rule

  • Property Type – if the rule is based on property type, the type value is displayed

  • Property – if the rule applies to a particular property only, the name of the property is displayed

  • Flat Rate – the flat rate fee to apply

  • Quantity – a quantity value to use when calculating the fixed fee, instead of the area value specified on the Edit Property page

  • Unit Cost – the unit cost value to apply

  • Property Size UOM – the property area type to base the calculated fee upon

  • EDIT – click this link to edit the rate schedule

ClosedOther Options

The Other options pane allows you to delete all rate schedule rules by clicking the Delete All Rate Schedule Rules link. A dialog box opens asking you to confirm your choice.
